Risk assessment team identifies ways to reduce Cook Inlet maritime risks Team recommends options for immediate implementation; further consideration; elimination 

The Cook Inlet Risk Assessment Advisory Team has narrowed down a list of twenty-five risk reduction options (RROs) for the Cook Inlet Navigational Risk Assessment. The team discussed the merits of each RRO at a day-long public meeting in Anchorage on February 22, and following an in-depth discussion of each proposal gathered from studies, previous reports and public comments, identified eight for immediate implementation; eight for further consideration, and nine for exclusion.

“I was impressed by the meaningful dialogue and expertise in the room,” said Mike Munger, Executive Director of Cook Inlet RCAC and member of the Cook Inlet Risk Assessment Management Team. “We have moved significantly closer towards our goal of safer marine transportation in Cook Inlet.”

The following is a list of each risk reduction option considered and its final category.

Recommended for immediate implementation, or continuation:

Jewell Helen Little Schwartz July 2, 1923 – February 24, 2013

Jewell & HankJewell Helen Little Schwartz was born July 2, 1923 in Clarkrange, Tennessee, a descendent of first Tennessee Governor John Sevier. As a young wife she followed her husband Harry D Schwartz on their first adventure to Alaska from Dayton, Ohio in 1946. From that time they raised their family in Anchorage, a homestead near Anchor Point then Seward, and then later Seldovia, Anchorage again, and finally Dillingham, Alaska.

While husband Harry served in law enforcement, Jewell’s career was as a store clerk in Seldovia in banking as an associate in Anchorage, then as a department manager in Phoenix. The couple raised six children, three of whom remained in Alaska.

Jewell passed away February 24, 2013 in Phoenix, Arizona and is survived by her remaining immediate family, daughters Anita Parker and Marianne Schwartz of Phoenix, daughters Janice Knight and Cathy Kincaid of Anchorage, son Hank Schwartz of Wichita, her sister Jean Underwood of Farmington and many grandchildren and great-grandchildren, nephews and nieces throughout the United States. She was preceded in death by her husband, Hank, her son Michael, her parents Herbert and Mary, her brother John, and her sister Barbara.

Memorial services will be held March 10, 2013 at 2 pm St Stephen’s Episcopal Church at 56th Street and Oak in Phoenix, Arizona. Next summer her children will sprinkle their parent’s ashes over the Kenai Peninsula. Cathy is married to Jim Kincaid, formerly of Seldovia, and he is the brother of Margaret Kincaid. If anyone remembers this family and wants to somehow honor their memory, please donate a book to the Seldovia Library in their name.

Disaster Training Available

An information session will be held regarding the CERT program on Friday March 8, 12:00pm at the Seldovia Conference Center.  An overview of the program will be provided followed by an open discussion and Q&A time.  The organizers will be looking for feedback from the community regarding scheduling and will have literature about the program and general preparedness available.  A light lunch will be provided to attendees.

The Community Emergency Response Team or CERT is a training program for community members that will teach basic skills that can be useful in the event of emergencies or disasters.  At the conclusion of this 25 hour training, a mock disaster is held in order for the community to practice their skills.  Training provides skills in basic fire suppression, disaster preparedness, disaster medical operations, incident command, and many other skills.

Living in Alaska is not quite like the lower 48 – it takes longer to get somewhere and sometimes we don’t even have a road to get there!  Getting groceries is not as easy as getting in the SUV and running down to the supermarket, and sometimes mother nature decides to bring winter storms, flooding and earthquakes our way.  Residents in Seldovia know that even more than city dwellers in Alaskan cities – planning ahead is essential to make sure there are supplies, fuel, and other everyday necessities.

In addition to preparing for everyday needs, it is essential to prepare for the unexpected and times of disaster.  As we saw last week with the Gerry Willard generation plant, sometimes even the backup goes down.  The Community Emergency Response Team or CERT program exists to train community members how to respond to Continue Reading
